Item three concerns Central City, Colorado, a former gold-mining settlement in the Rocky Mountains whose older structures fall under the jurisdiction of the Historic Preservation Commission (HPC). The HPC has approved a request designated G3. The desk has completed its management review of the approval and grades the oversight function "meets expectations."
The commission's published mandate is to review proposed exterior changes to protected buildings before the changes occur. In the desk's working model, the commission is an inspection station and each application is cargo. Lacking a better taxonomy, the desk treats G3 as a container size. The container entered the station. The station certified it. The approval is a matter of record. The desk searched the record for the stage at which the container was opened, and reports the absence without alarm.
The procedure is otherwise orderly. An applicant files, joins the waiting list — the species' term for the queue of the queue — and waits for the docket. The docket is heard in a public meeting. A motion is made. A second follows. The cargo advances. At no documented point is anyone required to state what was inside. The desk notes that this is not a malfunction of the oversight organ. It is the organ.
"Every application that comes before this body is reviewed," said Ruth Okafor, the commission's recording secretary. "The review and the approval live in the same minute." Asked where the examination itself was recorded, she indicated the minute. "The G3 moved through exactly as intended," said Harlan Boyd, the municipality's Deputy Manager for Entitlements, who did not identify the intent.
The finding: the oversight function is operating as designed, and the design is throughput. Remediation is not recommended. A remediated pipeline would move cargo more slowly, and the pipeline's users are also the voters to whom the commission's appointing authority answers. Recurrence risk is assessed as certain. Recurrence is, in the local idiom, the deliverable.
Decision of the desk: the file on the species' inspection organs remains open, pending the first documented examination of contents; subordinates are instructed to monitor the next G3-class cargo on the assumption that it, too, will be certified. The station is hereby re-certified for another cycle of moving the town's history through unopened. Coverage will continue until the contents are examined.
