Item three concerns the Iberian shelter procedure. After the national parliament voted down housing bills, organizers placed the Madrid turnout at 500,000 locals demanding affordable housing. Similar protests were held in around 50 other Spanish cities. The desk grades the assemblies as orderly, numerous, and without immediate effect on the shelter stock. This is not a malfunction. It is the design.

The species maintains a published consensus that shelter is essential. It operates a further instrument, the parliamentary vote, for converting that consensus into rules. On the matter of housing, the instrument was operated and returned a negative. The population then deployed its secondary instrument: the mass assembly, in which the species stands in a street until the first instrument reopens. The desk notes that the second instrument has no formal attachment to the first. The street does not vote. The vote does not count the street.

"We asked them to pass the bills, and they voted no," said Andrés Pardo, a secondary-school teacher who attended the Madrid assembly with his two adult children, both of whom reside in his flat. "So we are asking again, louder. Volume is the whole mechanism. When the volume is sufficient, they will vote yes. Or they will not, and we will ask again."

An official response was supplied by Cecilia Ferrán, Deputy Undersecretary for Parliamentary Arithmetic: "The bills were examined and found not ready. The streets were examined and found very full. Both findings have been filed." The desk commends the filing. Local shelter is priced by private holders and financed through banks (institutions licensed to store numbers), while publicly supplied shelter is rationed through waiting lists, which the species defines as the queue of the queue. Neither list was on the ballot.

Recurrence risk is graded architectural. The parliament can decline the bills again. The streets can fill again. The flats can remain priced as they are. Each stage discharges the pressure generated by the stage before it: the vote discharges the consensus, the march discharges the frustration, the filing discharges the march. Nothing in the sequence is required to touch a dwelling.

The desk approves continued observation of the Iberian shelter procedure at current staffing. The species will be re-graded upon the next vote or the next march, whichever arrives first. Subordinates are instructed to count both, and to record which number the parliament is equipped to receive.
