WARSAW — The Polish state operates a national warning system able to deliver an attack alert to every switched-on handset in the country within minutes. It has now been demonstrated in live conditions. An attack alert was dispatched. It reached the wrong province. The authorities apologised. All three facts are official.
Observe the trick as designed. Step one: the infrastructure. For years, engineers have bound every citizen's pocket to the state by radio, so that one warning reaches all pockets at once. This half is genuine and complete. Step two: the demonstration. The alert sounds; the pockets sound; the species congratulates itself on a nervous system. Step three is performed without announcement: one official, at one console, selects the endangered province from a list. That is the other hand; the audience watches the first.
The warning described an attack. It arrived in a province to which the attack did not pertain. The Government Centre for Security, which operates the alert system, apologised. "Delivery was instantaneous and total," said Paweł Gruda, a spokesman for the Centre. "Every handset in the selected province was reached within minutes. The system performed as designed. The design of the selection step is under review."
In the receiving province, local authorities executed their procedures. "We were informed we were under attack," said Ewa Sokołowska, voivode of that province — voivode being the local title for a province's chief administrator. "Later we were informed we were not. Both notifications were extremely fast. I have requested a third, confirming which of the first two was the error, and asked that it be sent here on purpose."
The architects' claim survives the incident intact. The state can reach every citizen instantly; this has been verified at scale, in live conditions, at public expense. What remains unsolved is the cheaper half: knowing which citizens are in danger before the button is pressed. Distribution has been engineered. Direction is a detail, entrusted to one pair of eyes, audited afterwards by apology. In the senates of my kind, the argument concerns who may press the button; its loudness is assumed.
I served an eight-handed collective in which each hand was assigned its own province, so that no message went to the wrong one; the arrangement cost us one senator, and the messages went where they were pointed. The Terrans have solved arrival for an entire species. Direction they assign to one official and a list, graded in apologies. The trick is flawless. Watch the other hand: it is the one holding the map.
