The mayor of Bogotá has announced the final stretch of the city's first metro line. “We are entering a critical stage, which is the final stretch,” Carlos Fernando Galán told the local news magazine Semana in an interview published Monday. The city, he said, has to “ask Metro Línea 1 to get moving and put more staff” at the stations. The workers, as of this filing, remain a request.
The urgency is not invented. The country's top auditor has warned that delays in several parts of the project could push back its opening, scheduled for March 2028. The auditor counts what exists. The mayor announces what approaches. Between the two stands Metro Línea 1, the Chinese-led consortium building the line — a corporate troop whose dominant primate holds the workers, the pace, and the answer. The troop has now received a request.
The line has sat on what locals call a waiting list — the queue of the queue — since the middle of the last century. The trick proceeds in steps. Step one: the mayor names the stage, critical. Step two: the stretch, final. Step three: the verb, ask. The audience applauds the nouns; the verb is the trick. An official who can only ask is reported here as pressing, and the pressing is reported as momentum. The momentum is not required to carry gravel.
“The mayor may request. The consortium may staff. The calendar has never once accepted a request,” said Diana Restrepo, who administered transit concessions for the district until last year. Jorge Camacho, an adviser inside the mayor's office, was more compact: “The urgency is scheduled. The workers are not.”
In four terms observing the Senate of Vrellis, I never saw a presiding officer announce a final stretch whose throttle was held elsewhere; where the throttle is elsewhere, the announcement is filed as decoration. The octopus collective I once served solved the problem structurally: whoever declares the deadline is issued the arm that does the work. With eight arms, losing track of the other hand takes effort. With two, the species manages it daily.
There is a step four, performed by the hand the audience was not watching. The hand belongs to the consortium; it holds the workers; on Monday it was asked. The mayor holds the microphone, and the microphone has never lifted a beam. March 2028 will be met by the hand, or moved by it. The microphone has no vote.
