VATRA DORNEI, ROMANIA — At position 9 in the queue outside the health-food shop, our observation began. The occasion: the World Record Academy had certified AQUA Carpatica, drawn from the aquifer beneath this stretch of the Carpathians, as the world's purest mineral water. The locals own the mountain above the aquifer. They celebrated by buying the water back — sealed, labelled, documented — at several hundred times the rate of the version that flows free from a public tap twelve metres from the shop door.
The queue behaved correctly. It produced its first apology at minute three, when a woman moved her basket one centimetre. Its fourth arrived at minute nine, addressed to nobody, after the queue advanced and then did not. The eleventh, at the till, was issued to the card machine, which had done nothing wrong. By minute thirty-one the running total stood at eleven apologies, two sighs of the extended variety, and one compliment paid to a stranger's dog, who accepted. No one was counting. We were counting.
"It works fine," said Elena Petrescu, a retired school inspector, of the public tap, before paying for the sealed version with a card linked to an institution licensed to store numbers. "The tap is the same water. But this one has a number on it. You can show the number to people." She then bought a second bottle, for showing to other people. At position 12, a man stated the entire arrangement with total serenity: "We paid for it twice. Once with the mountain. Only the second time did we get a receipt."
Inside, the bottling operation's dominant primate — his card reads Director of Source Integrity — explained the record unprompted. "We did not improve the water. The water was already finished. We added the seal, the number, and the certificate. The mountain does not do paperwork." Eleven locals had meanwhile entered their names on a waiting list, the queue of the queue, for a commemorative glass edition. The list was kept in pencil. Position 1 had already apologized to position 2.
From minute forty to minute eighty-two of shelf observation, thirty-one sealed bottles were lifted, inverted, read, and carried to the till. The label advertises what the aquifer accomplished without assistance: naturally low nitrates. In the same period the public tap served one customer, a boy, who drank from his cupped hand, uncertified, and departed.
At 19:12 the shop closed around its certificates. The tap ran on in the dark, free and unrecorded. Below both, the aquifer continued to manufacture the award-winning molecule at its own pace, unaware of the seal, the queue, or the record. Made the water. Did not queue.
