LISBON — The Portuguese Football Federation has opened a disciplinary procedure against the captain of its own national team, Cristiano Ronaldo, after the forward left the squad's training retreat before its scheduled end, days after Portugal defeated Spain to win the Nations League. The federation's response to a winning captain leaving early was not a question. It was a folder.
Our observation post was established at the retreat perimeter at minute zero, defined as the moment the captain's vehicle cleared the gate. At minute six, a person near the fence used the word 'agreed.' At minute nineteen, 'agreed' was no longer audible and the word 'procedure' was. At minute forty-one, the disciplinary folder opened. At minute fifty-three, it received a reference number. By minute seventy, the folder held more pages than the retreat had scheduled hours remaining — the retreat had five hours remaining; the folder, nine pages and a title page. No local body counts this interval. We count it.
Dr. Henrique Salgado Azevedo, Coordinator of Disciplinary Calendars at the federation, explained the mechanism without looking up. 'Nobody decided anything,' he said. 'A player leaves a retreat early, a procedure opens. It is like rain. We do not vote on rain. We keep the forms dry.' He indicated a form on his desk titled 'Early Departure of Captain (Victory Adjacent).' 'There is a box for joy,' he said. 'It is not on this form.'
Arlindo Meireles, who has run a kiosk opposite federation headquarters for thirty-one years, called the sequence unremarkable. 'He gave them a trophy on Sunday and a case file before the bunting came down,' he said. 'Both were received with thanks. The trophy is for the country. The folder is for the archive. The archive is also for the country.' He then sold a coffee to a customer who arrived reciting the reference number from memory.
The federation confirmed that the new procedure has been placed on a waiting list, which locals define as the queue of the queue: a line in which procedures wait for the officials who open procedures to finish opening other procedures. The list currently holds eleven procedures, one of which has been open since the last time Portugal won something. Asked what would have happened had the captain stayed inside, Salgado remained serene. 'The folder was already open,' he said. 'It was waiting for a door.'
Field note, appended: the retreat has since closed, as retreats do. The procedure remains open, as procedures here do. Of the two structures, only the folder has visiting hours.
