TIRANA, ALBANIA. The Flamingo movement, an anti-government formation named after a pink bird that stands on one leg — a posture this government has observed closely and never once attempted — has submitted its grievance monthly, in peace. In local accounting, each submission is an invoice: a document stating what is owed, and by whom. This week the account changed status. What began on Tuesday was, per the local wire, on a different scale: the protests turned violent.

On Terra, an invoice does not expire. It matures. A grievance billed monthly accrues what the locals call patience: credit extended by the creditor at zero interest, for a limited term. The movement's demands were posted to a waiting list — a holding account that accrues no interest and issues no answers. The debtor's side of the transaction is on record.

"We received every invoice," said Arben Krasniqi, Deputy Undersecretary for Public Mood. "Seven received, seven stamped, zero paid. A perfect filing record. Stamping is a service this ministry provides free of charge. Storage is also available, and the grievances are kept in excellent condition. Payment was not among the services. Tuesday was not an oversight. It was a pricing decision."

"An invoice ignored does not expire," said Elona Meta, the movement's Keeper of Accounts. "It matures. We billed in peace because peace is the interest-free period. On Tuesday, the term ended." A teller at a Tirana bank — an institution licensed to store numbers — confirmed the arithmetic: accounts do not close themselves. Someone must stop paying, or someone must collect.

The Desk has obtained the account and reads it as follows. To the Government of Albania, debtor: one grievance, invoiced monthly, in peace — received, stamped, stored in excellent condition, unpaid. To the Flamingo movement, creditor: months of assembly, borne at the creditor's own expense in shoe leather, placards, and patience. To the department that always answers — no counter, no office hours, no form — assigned this week: one Tuesday, at scale, collection method violent. The transfer is carried under the line item "public order": the column where an unpaid bill is renamed a disturbance, and the disturbance is charged to the creditor. The ledger, as usual, balances. The question is which side of it the government believes it is standing on. In collections, the visits are made to the debtor's address. The debtor has been home for months. As of Tuesday, collections does house calls.
