NEWPORT, RHODE ISLAND, TERRA — Item three of this desk's periodic review of local governance concerns the Newport School Committee, which has approved the creation of a floater custodian: a cleaning and maintenance position assigned to no school, whose defining operational feature is that it is elsewhere. The vote was procedural. This desk grades it compliant. The district's custodial absences will now be answered by one additional absence with a title and a payroll line.
In local practice the floater belongs to every school and therefore to none. When a building's regular custodian is absent, the floater travels there and performs the absent person's duties. Buildings awaiting the floater join a waiting list — a queue of the queue — and may appeal their position on the list to the list. Coverage, measured district-wide, is now complete. Coverage, measured at any particular school, is wherever the floater currently stands, which is one place.
Committee leadership framed the position as a resource rather than a person. "A floater is never taken away from a school, because it was never at one," said Marguerite Okafor-Hale, chair of the committee's personnel subcommittee. "It is the only hire that disappoints every building by exactly the same amount. We consider that equity."
The district's facilities office described the contingencies. "If the floater is out, we follow the floater contingency protocol," said Dean Przewozny, the district's director of facilities. "The floater contingency protocol is the floater. We have run the scenario; it holds as long as nothing happens. The alternative is a second floater, and this district is not ready for that conversation." Requests for the floater's presence are filed on Form CC-1, Request for Custodial Coverage, which must be submitted in advance of the absence it describes.
Finding 4.1: the species has institutionalized the vacancy. The staffing plan now contains a position that is present in aggregate and absent in particular, a designation payroll systems accept without comment. Remediation plan: none required; the absence is the remediation, due for completion by the close of the fiscal quarter in which nothing further occurs. Recurrence risk: calendared. The position must be re-approved each budget cycle, at which point the same absence may be presented as new, a presentation with a perfect record in local governance.
This desk has entered the position in its monitoring ledger under "staffing solutions, theoretical." Follow-up review is scheduled for the next budget cycle, or upon the floater's first confirmed appearance at a school, whichever occurs first. Coverage will continue until someone checks.
