Item four of this quarter's planetary review concerns the United Nations. Meeting in New York, the Fourth Committee approved a draft resolution lauding the UN Scientific Committee on the Effects of Atomic Radiation for its valuable inputs and underscoring the need for funding to bolster it. The consequence, for the record: the body that measures the species' exposure to radiation has been formally notified, by resolution, that it is indispensable. Notification is the local instrument for delivering good news to an employee at no cost to payroll; framing is extra.
The mechanism merits documentation. Under standing procedure, a need cannot be funded until it is underscored; once underscored, it enters the budget cycle, is weighed against other underscored needs, and is placed on a waiting list, which the field glossary defines as the queue of the queue. The desk audited the funding clause for a verb that moves currency and, across three readings, located none. The operative paragraph spends 190 of its 212 words on the committee's value; the remaining 22 commend the commending. Commendation, the audit finds, is a complete fiscal instrument.
"A need cannot be funded until it is formally underscored, and once underscored it stays on the record indefinitely," said Bram Kellerhof, Deputy Coordinator for Inter-Agency Resource Mobilization. "We are assembling an archive of needs. Archives outlast budgets, which makes them the safer asset class. When the funding arrives, the paperwork will be ready."
Hannelore Voss, Second Secretary of a mid-sized member state, supplied the strongest defense: "A contested budget line can be defeated. A compliment cannot. Praise is the only instrument this room passes unanimously, so praise is what the committee receives. It will report again, and we will assess the report." The remediation plan for the underfunded committee is therefore another review of the underfunded committee. The measurer will now be measured, in adjectives.
The defense is sound: a body declared indispensable in prose is preserved in prose. The funds remain on deposit at institutions licensed to store numbers, while praise circulates. A companion resolution is reportedly in draft, to thank the first for its service; the first is expected to acknowledge the courtesy in its closing remarks. The procedure, operating correctly at every step, has produced the outcome it was written to prevent, and filed it under achievement.
Finding 4: the species has industrialized commendation and rationed currency, at a stable exchange rate of one adjective per fiscal cycle. Recurrence risk: certain; next year's review is already scheduled to note the noting. Remediation: the desk has drafted a resolution lauding the Fourth Committee for its valuable inputs and underscoring the need for it to fund something. Adoption is scheduled for the session after the session that adopts it. The desk's version passed without a vote, in principle.
