KUPIANSK, UKRAINE. The dominant local primate fights the most observed war in its history: cameras aloft in permanent constellation, every convoy priced by the minute, its ministries assuring their senates that surprise is extinct — an assurance with its own form, the Quarterly Certification That Surprise Is Extinct, uncontested until this month. This month the Ukrainian brigade Karthiia completed Operation Veles at Kupiansk: fifteen kilometers of tunnel, dug for one month, through which its infantry surfaced behind enemy lines. Brigade tallies: about one hundred enemy killed, thirty taken alive. The instruments never failed; the surface behaved, and the surprise assembled below the certification line, at a pace their screens file under geology.
The arithmetic is the artifact. Fifteen kilometers over one month is about five hundred meters a day, beneath instruments calibrated to centimeters. The watching trade bills by the hour; its dominant primates (the species crowns them CEO) sell permanent vision, and the bank licensed to store the alliance's numbers pays accordingly. "Every meter of sky we watch is a meter we can bill," said Drusilla Hent, procurement lead, Continental Persistent Observation Consortium. "No one has ever asked us to price the dirt. It was outside the statement of work." The Consortium has since convened a working group on subsurface billing; the dirt should expect its first invoice by spring.
Credit where due: aerial surveillance did abolish the species' older ambushes; its generals testify that nothing larger than a platoon crosses open country unseen. The doctrine drew the sensible conclusion: what cannot cross open country cannot arrive. What was already underneath open country was, doctrinally, no one's department. From the stalls, it is the cue to check the other hand.
For colleagues who missed the performance, the steps as filed. Step one: the cameras, each individually honest. Step two: the dashboards certifying the surface, and the funding senates' applause; my own senate applauds in this key, so I recognize the acoustics. Step three: the other hand, one month below the surface, where honest cameras do not look, because honesty had been defined as altitude. My old employer, an eight-limbed collective of impeccable litigation habits, kept one maxim: the arm doing the work is the arm you counted least.
The governing philosophy arrived serenely, as a defense. "Our doctrine holds that what is observed is known, and what is known is managed," said General Ambrose Pell (ret.), co-author of the reconnaissance manual. "The tunnel was neither observed nor managed. By our own logic, it did not exist until it surfaced. The doctrine performed flawlessly." He said it twice, for the record.
The staff colleges will file Veles as a tunnel. This desk files it as an audit. The senates paid for the sky to be watched; the ground, unwatched, kept the ledger, and this month it closed the account. The most watched war on Terra has just been surprised by a hole. The hole was free.
