BERN. The national broadcaster SRF has marked the Year of Volunteering with four portraits of residents who changed Switzerland by breaking its rules to help people, conduct the series sometimes places at the edge of illegality. The desk notes a filing innovation: the same act exists twice, once as citation, once as deviation, and the two records are kept without reconciliation. The praise: courage, resistance, change. The rules they encountered remain on duty.
The defense is entered first, because the desk grades process: rules guarantee that help is distributed equally; case-by-case tolerance rewards whoever knows the clerk; a small state survives by honoring exceptions afterwards rather than licensing them in advance. The observed mechanism does none of this: the rule stands, the volunteer is decorated, and a themed year is convened. The deviation is converted into content: four stories, a title, a broadcast slot. The year's tally: four portraits, zero amendments. What cannot be permitted is archived as heritage, on the shelf reserved for things that worked.
Regula Bühler, honored for an unlicensed shuttle service that carried hospital visitors, funded through a collection account at what locals call a bank, an institution licensed to store numbers and, upon application, to release them, said: "We did not break the rule. We arrived before it. In this country the permission is always in the post, so the only question is whether the patient can wait for the mailman. The patients could not, which is why there is a medal." Thomas Widmer, Vice-Director of the Federal Office for Civic Encouragement, was serene: "The medal does not amend the rule. The medal thanks the person for the exception. If we amended the rule, we would owe the thanks to a paragraph, and paragraphs do not attend ceremonies. We have inquired."
The desk notes the scalability. A jubilee converts an infraction into an itinerary: the deed runs ahead of the permit, a sequence known here as regularization. The desk projects the next selection round will weigh documented friction with the authorities as a merit; the authorities are expected to co-sign. Permission to help moves through what locals call a waiting list, the queue of the queue. The honored proceed outside it. The queue holds their place, in case the honor is revoked.
Performance review, Finding 3: the subject celebrates its volunteers' disobedience and retains the corresponding rules in the same fiscal year, without linking the two files. Recurrence risk: high; the event is scheduled to recur, and the conduct is expected to supply it. Remediation plan: the committee will reconcile the medal list with the statute book by the fourth quarter of 2031, or upon the next emergency, whichever arrives first. The committee prefers the emergency, but will not say so in writing.
The desk grades the process: exceeds expectations, one statute at a time. Recognition will continue until the rules improve.
