Terra's aviation authorities write many things down; the Italians alone gave the midair bomb its own chapter. The "blue manual" — printed, bound, revised — assigns every role before any device exists: cabin crew isolate the suspect, passengers are walked onto the tarmac, uniformed disposal specialists board to examine the baggage. Because the emergency has a chapter number, it can be drilled with the same calm as a route inspection. It is, as far as this desk can determine, the only catastrophe on this planet with a table of contents.
The mechanism works precisely because nobody improvises. A security coordinator at a Roman carrier, Sig. Fabrizio Lenzi, told this desk: "Three alerts a year and the procedure pays for itself. Frankly, a quiet year frightens us. We have paid for the drill and received nothing." An operations director, Dott.ssa Miriam Sassi, completed the thought unprompted: "The manual exists so that the emergency arrives pre-approved. Panic is unbudgetable. Nobody signs anything in midair."
This desk has prepared the standard account. The passenger pays the fare, plus two hours on winter asphalt, entered under "ground delay." The airline pays the specialist call-out, entered under "security services." The airport pays to heat the bus idling beside the escorted travelers, entered under "duty of care," and separately rents out the very stand where the searched aircraft sits, entered nowhere, because the airport is billing, not paying. The insurer pays the actuary who predicted all of it, entered under "risk modeling." The device itself, should one appear, generates no line item whatsoever. It is assumed free of charge.
The blue manual is updated, rebound, and redistributed to carriers nationwide, where crews study it between departures — rehearsing the one emergency that arrives pre-sorted, pre-costed, and pre-forgiven. The alert acquired a tariff long before it acquired a definition, and the tariff is winning.
On Terra, the bomb is not an anomaly but a chapter: budgeted in December, audited in spring, balanced by summer. When it finally detonates, it detonates on schedule, and the ledger closes cleanly beneath it, as it always does. Nobody signed anything in midair. Everybody pays.
