KYIV, UKRAINE. Vitalii Kim, the local official responsible for the administrative afterlife of combat, announced that his species retains the will to resist Russian aggression even if European financial assistance evaporates. The statement was filed under Sovereign Determination, Form SD-1, subsection: Unconditional. Consequence: the Ministry of Veterans Affairs, the department that processes the physical debris of that determination, must keep operating on a budget derived from the very negotiations the Minister has declared theoretically optional.
The accounting rests on one distinction. The fighting is an intrinsic property of the soil and therefore free; the maintenance of the fighters — psychological, social, institutional — is a variable cost and therefore someone else's line item. The European Union, an institution licensed to store numbers, has not yet released the numbers for the maintenance phase. Carried to its logical conclusion, the ideal war is one the soil fights alone and the Ministry invoices afterward.
"We are not transactional about survival," explained Iryna Havryliuk, Deputy Undersecretary for Indivisible Territory. "The soil demands payment in blood. We pay it. Brussels merely covers the bandages. Nobody ever promised the limbs were included. They were never in the base package."
A fiscal observer close to the negotiations went granular. "The resolve is the only collateral they have left. They are borrowing against the future health of their citizens to pay for the present. It is a high-yield bond. The maturity date is measured in prosthetics, and the interest is paid in physiotherapy."
The Ledger of National Resolve, audited this cycle, reads: One (1) National Spirit, unbreakable, valuation priceless. Containers of the spirit: several million, condition used, depreciation schedule pending EU committee review. Psychological rehabilitation: deferred. Social cohesion: fragmented, discounted. Who pays what: the soil, in blood, domestic product, no cap; Brussels, in bandages, pending committee; the veterans, the difference, in kind, non-refundable. The hidden cost sits in the gap between the price of a flag and the price of the arm holding it.
The veterans, the physical evidence of the priceless resolve, are carried on the books as proof of concept. Whether the proof gets maintained is, as of this cycle, a pricing decision. The ledger, as usual, balances. The spirit is priceless. The containers are billed separately.
