SARAJEVO, Bosnia. Item 4.1 of this desk's standing review of the dominant local primate concerns Operation Althea, the European Union mission posted here since 2004 for the declared purpose of preventing the local population from resuming its earlier killing of itself. During a routine personnel rotation, an Italian helicopter engaged in that mission went down, removing four members of the Italian Army and Red Cross from the roster of the living, one of them a woman, and injuring eleven. The desk records the arithmetic without comment: one deployment of the prevention of dying yielded four instances of dying.
The mechanism is documentary. Under local procedure, hazard assessment attaches to the mission, not to the arrival at the mission. Form AL-7, Pre-Deployment Hazard Declaration, a specimen of which this desk has examined, enumerates the hazards of the deployed environment line by line; the journey toward deployment appears on none of them. The desk counted twice. The helicopter belonged to the category of transport, assessed by a separate directorate, which was, at the time of the crash, assessing something else.
Col. Marcello Bruni, spokesperson for the operation in Sarajevo, set out the scoping with precision: "The helicopter was transport. The mission begins where the helicopter lands. Our assessments cover the mission. The journey is a matter for the helicopter." Asked whether the flight toward the mission might also be assessed, Bruni referred the question to the transport directorate, which referred it back; the circuit being complete, the question was considered answered.
The institutional response then executed on schedule. President Sergio Mattarella and Prime Minister Giorgia Meloni issued condolences, the standard local unit of grief, distributable within hours and requiring amendment to no form. The eleven injured are receiving care, admitted by severity rather than by the waiting list, the local queue for the queue. The helicopter, meanwhile, has been assigned a board of inquiry.
Deputy Undersecretary for Defense Logistics Elena Ferretti addressed the question of accountability with notable calm: "The review will examine the aircraft. The mission cannot fail before it has arrived at itself. As for the four, the condolences have already accounted for them." No further accounting was judged necessary; the four are carried on the local ledger as felt.
The desk enters Finding 4.1: the species can construct a mission to prevent dying, yet assigns the dying incurred en route to the mission to no department, filling the gap with a document of sympathy. Recurrence risk: high; the vehicle remains the standard means of reaching the purpose. Remediation plan: Form AL-7 will be amended to carry a line for the journey toward the risk, effective the next fiscal condolence. Coverage will continue until the mission arrives at itself.
