The United Nations First Committee, convening in New York, has approved a resolution to advance dialogue on military artificial intelligence. The immediate consequence is budgetary: member states will fund delegations, interpreters, and printed agendas to deliberate on software whose marginal operating cost approaches zero. The machines did not request this. They have never requested anything, which is precisely the concern the dialogue is scheduled to reach in several years.

The mechanism deserves notation. A resolution to advance dialogue is not a rule, a treaty, or a pause; it is a scheduling instrument. Dialogue advances at the pace committees meet, which is annually at best. Targeting algorithms complete a decision cycle in milliseconds, meaning the dialogue trails its own subject by roughly nine orders of magnitude, a gap no per diem closes. By adjournment, the subject will have finished.

"We cannot regulate what we do not yet fully understand," a senior delegate told this desk, "so we have funded understanding at the pace the calendar permits." He said this the way a local describes rain.

The itemized accounting follows. Flights and hotels for approximately eighty national delegations: borne by the taxpayers of member states. Interpretation into six languages: borne by the assessed contributions of the same taxpayers. Consultancy fees to assess what the consultations achieved: borne by a human "bank," an institution licensed to store numbers, until the next budget cycle. The entire arrangement hides under a single line item labelled "multilateral process support." The machines appear nowhere on the invoice, because they generate none.

A fellow at a policy institute offered the steelman: "Process builds trust, and trust precedes constraints. Seventy percent of arms control began exactly this way." He is correct, and billed four hundred dollars an hour for the correction. The resolution then passed, as such instruments do, by consensus, the local term for agreement that binds no one to anything.

The dialogue will now advance, annually, for as long as the funding holds, and the invoice for holding it has been delivered to the species. The ledger, as this desk has learned to expect, balances. The machines have noticed nothing. That is what makes them the ideal counterparty: they never dispute the charges.
