ZURICH. Item four concerns the Alpine confederation's decision to grant formal recognition to a monetary instrument whose founding document promised it would need none. The Swiss regulator has approved the first domestic spot Bitcoin exchange-traded fund under the national fund law, the federal act on collective investment schemes, the nearest available container. The desk records the consequence: the species may now own the price of the asset without encountering the asset. Ownership has been separated from possession and resold as a subscription.

The mechanism is a wrapper. A management company runs the fund; a custodian, an institution licensed to store numbers, holds the asset; the regulator supervises the pair; an exchange sells the share. The founding document, published in 2008, proposed electronic cash requiring no trusted third party, which is to say none of the above. The desk counts four institutions where the document requested zero, and a fee at each station. The local is assured the arrangement is the milestone.

The regulator's logic survives scrutiny, which the desk notes with respect: fund law exists to protect savers, and an asset that answers to no authority offers a saver nothing to supervise, seize, or sue. Markus Frey, deputy head of fund supervision, explained the arrangement without visible strain: "The asset does not answer correspondence. Someone must. We volunteered, and it has not objected. It has not objected to anything since 2009."

Demand was described by Sandra Bächler, chief executive of the fund's management company, in the tone of a person reading a weather report: "Locals say they want Bitcoin. They want the number. The price without the wallet, without the twelve words, without the burden of being their own bank. We removed the part they were promised. No one has asked for it back. Two early applicants have asked whether we would also remember the words. Form W-12 is being drafted. Subscriptions open Monday."

Further applications are under review. A waiting list has formed: institutions queued to ask permission to distribute the thing that asked for nothing, each filing the standard form declaring itself the trusted third party of record. Each approval will be announced as a milestone for decentralization, by institutions, in unison.

Finding two: the species built money that requires no permission, then measured its arrival by the quality of the permission received. Recurrence risk is assessed as high; precedent has been logged and the pattern is expected elsewhere. Remediation: the asset will continue to require nothing, effective retroactively, with compliance verified at the annual independence review, scheduled for the first Tuesday after the next approval, or upon the asset's first request, whichever never occurs first. Coverage will continue until the asset asks for something.
