BELGRADE, SERBIA. Item three concerns the Serbian polity, where a student-led movement has dealt a blow to the political dominance of Aleksandar Vucic, the longtime leader, and where, as of 26 October 2026, the species cannot say who will be prime minister or when a government will be formed. The desk has traced the uncertainty. It is not in the street with the students; it has been filed at the office that absorbed the blow, for processing into a prime minister. Under local procedure, the president consults the parliamentary parties, proposes a name, and forwards it to the 250-seat National Assembly. The students struck the man. The man holds the pen. The pen has been inspected and reports no injuries.

The procedure is, by local standards, defensible. The constitution assigns the nomination to the presidency; the assembly is sovereign; the students contested the streets, not the seats, and the form counts seats. A majority assembled before the blow remains arithmetically available after it; the desk has counted, and the arithmetic survived. The system will say, correctly, that no rule was broken. The desk has verified this. The rules were drawn by the office they protect.

"The consultations will be inclusive," said Milan Jovanovic, coordinator of the ruling coalition's parliamentary groups. "Every party will be heard, at length. The President is known for his listening. Whatever he hears, he will propose. The agenda has been circulated. Several parties have already initialled it."

Parties awaiting their summons are held, in the local idiom, on a waiting list: the queue of the queue. "The students changed the mood," said Dragana Ilic, who chairs constitutional law at the University of Belgrade. "The form does not count moods. It counts signatures, and the signatures are already filed. I have checked my own; it was there before I looked. Democracy is not the question of who governs. It is the question of which form is completed while the same people govern."

Finding 3.1: the blow landed on the government; the next government will be nominated from the adjacent office, by the hand the blow was aimed at. Remediation: one round of consultations, one proposal, one confirmation vote, to be entered on Form 250 (Consultation of Parties, Outcome Pending) and completed by the close of the current quarter; extensions available on application to the office that set the deadline. Required fields: the parties' opinions, the president's signature, the assembly's majority. The students' preference is not a required field. It is not an optional field. It is not a field.

The desk has approved the remediation as filed and scheduled the next review for the following blow. The species can weaken a leader's dominance and keep the leader's signature; the desk records this not as a malfunction but as the function. Recurrence risk: constitutional. Coverage will continue until the pen moves.
