Item three of this review concerns Lugano, Switzerland, where the canton of Ticino six years ago paid 22.3 million francs for Casa Cattaneo, a historic villa acquired so that culture would have an address. The address is in order. The culture has entered a new phase of its arrival: the canton has opened a formal call for interested parties, inviting applicants to propose what the villa should become. The dominant local primate owns a building bought for a purpose and is now procuring a purpose to fit the building. The noun came with the keys; the definition is out to tender.
The instrument is the call for expressions of interest, a procurement device in which candidates file dossiers and a commission reads them, the most cultural activity recorded on the premises since the purchase. The purchase file itself reads as complete. Payment executed through a bank, the local institution licensed to store numbers. Ownership registered. Options studied. Market consulted. One line remains open, the line labeled purpose, open now for 2,190 consecutive days, and the canton has reassigned that line to strangers.
"Without the purchase, Casa Cattaneo is a private garden wall today," said Marco Jelmini, head of the Cantonal Real Estate Service. "We paid the market, we stopped the speculation, we preserved the asset. An asset that finds no public use must be returned to the market in better condition than it was received. That is stewardship. The six years are not a delay. They are due diligence." The desk has entered the maneuver in the manual: a delay, renamed, arrives on schedule.
"The canton acquired the container, and the container is secure," said Paola Robbiani, Delegate of the Council of State for Casa Cattaneo. "Culture was never a deadline. Culture is a destination, and a destination requires a driver. The call is how one hires a driver." The desk notes the logistics: container secured, contents by competition.
Six years ago the canton purchased the villa's future and labeled it cultural; it now invites outside parties to define the label. The names of the interested are recorded on a list, the species maintaining lists even for its queues, and calling the queue of the queue a waiting list. The round trip, purchase to transfer, is filed locally under progress.
Finding 3.1 of this review: the species can complete a purchase without completing its reason, and records the difference as a milestone. Recurrence risk: high.
