Nearly 90 million people on Terra are forcibly displaced, and the United Nations refugee agency reported on Friday that three-quarters of them—some 67 million—live in countries highly exposed to climate hazards. Droughts, floods and extreme heat, the agency noted, are making lasting solutions harder to find. The report was released to build urgency ahead of COP31 in Turkey, the thirty-first consecutive occasion on which the agency has urged a summit to accomplish what the previous summit declined to.

"We urge action now," said the agency's spokesperson for forward-looking statements, "so that when the history of this era is written, it records that we urged." She confirmed that further urgency is in preparation, subject to funding, and that the agency's Urgency Register currently carries forty-one open items, none closed since 2010. On Terra this is known as building momentum. Momentum is the only quantity here that has never once stalled.

The arithmetic of the gap can be stated precisely. Declared in 1995: a framework to stabilise the climate. Declared on Friday: the same framework, warmed. Printed in between: thirty summit communiqués and a displaced population that reached 90 million while remaining, per the declarations, temporary. The appeals arrive on schedule, one per year, like interest. The hazards arrive unscheduled, often months early, having evidently not been copied onto the calendar. The distance between urging and event has therefore held constant for three decades, which by Terran convention qualifies as stability.

A delegate registered for COP31, speaking on condition of being identified as attending, defended the cycle: "If outcomes ever changed, the statements would lose their continuity, and continuity is how we measure progress." Pressed on the 67 million living inside the hazards, she confirmed they are logged as context, and that context reviews well in the run-up to summits. Asked whether context had ever become outcome, she said the distinction is administrative and the administration is reviewing it.

The agency issues its next urging before COP32, per the schedule, and the schedule is the product. The urging is annual. The displacement is continuous.
